This article challenges the assumption often found in the urban literature on the link between the introduction of new modes of governance and urban policy change at the EU level. Drawing on an original dataset, the chapter examines the rise and the decline of the urban European policy instruments over the past three decades, and considers how and by whom they were chosen and combined.
