Building regulations are central to arguments about lopsided urbanization in the developing world. Tight building regulations are linked to squatting, and de-regulation is cited as a way toward achieving desirable densification of cities. Drawing on original historical research, demographic data, and expert interviews, this talk assesses the relationship between building regulations, squatting, and urban density. The argument is that building regulations are endogenous with squatting and have a potentially counter-intuitive relationship with urban density. Finally, building regulations are highly politicized making technically-oriented policy prescriptions harder to implement. The talk ends with a discussion of comparative research on cities.
